In its simplest form, uncertainty refers to doubt about a measurement.

Section 2.2.1 of The Guide to the Expression of Uncertainty in Measurement says:

“The word ‘uncertainty’ means doubt, and thus in its broadest sense ‘uncertainty of measurement’ means doubt about the validity of the result of a measurement.”

Whether measuring a cup of flour, cutting a piece of wood, or measuring breath alcohol, there will always be natural variation (uncertainty) in the measurements.
