Fair and reliable measurements of breath alcohol concentration are essential when the guilt or innocence of a person is at stake.

But currently, breath alcohol analyzer sampling parameters vary so widely that a person could be under the legal limit in one jurisdiction/instrument and over the legal limit in another.
